In 15 the Governor recommended the point at which Squadron Leader Leys should enter the scale. I assume action has been taken on this on Squadron Leader Leys' personal file.
Will Appointments Department please say if these appointments have yet been confirmed.
The Governor recommends that:-

Chief Inspector .R. Chester-Woods Inspector L.R. Whant
be promoted to Assistant Superintendents
Will C.S.D. kindly attach relevant personal files and send to Promotions Branch for conson. Since the date of this despatch (16th October)
r. Chester-Woods has died (17). Will C.S.D. sa y whether there would be any appreciable increase in the pension drawn by the widow had Mr. Chester-Woods' promotion been approved before he died and if so whether there is any precedent for approving it retrospectively. They will no doubt wish to extract enclosure 1 and 2 in 16 for registration on the appropriate personal files.
If the Governor's proposal for promotions are approved there will remain two vacancies to fill of Assistant Superintendents - possibly 3 in view of the death of Mr. Chester-Woods. The Governor has said he will address us later about these and no action need be taken for the present.
In his confidential despatch at 18 the Governor discusses the order of seniority which should attain in the gazetted ranks of the Police and recommends certain deviations from the provisions of the Colonial Office pamphlet R.D.W.6. I should be graterul if the views of C.9.D. on the Governor's proposals and on the list enclosed behind 18.
